>> oh, my god. they have been looking for them. those are u.s. marshals. >> reporter: the two convicted killers this cell phone video shows the moment their manhunt ended. joseph jenkins and charles walker said little after first court appearance after being raefed. officials tell cnn the two were waiting for a ride from atlanta when they were busted. unarmed. they were detained without incident. on a press conference on wednesday, the two convicts serving life sentences were accidentally relieved after showing forged paper work and apparently this had happened twice before. only the inmates were caught before they got out. >> it is embarrassing. but my concentration at this point is i think everyone else here is making sure that we come up with the process and a procedure that proihibits this from happening in the future.

the treasury secretary also went into another physical fight calling an end to the across the board spending cuts set for march 1st that went into place on march 1st, i should say. a tentative settlement between the obama administration and one of the country's biggest ban banks. jp morgan chase has settled into the mortgage business. they have been accused of misleading including fannie mae and freddie mac about the quality of mortgaged-backed securities during the housing boom. ferguson investigators have rested two high ranking navy officers giving information about ship locations to a defense contractor. the contract in exchange is accused of giving the officers

prostitutes and other kinds of kickbacks. "the washington post" says the contractor used that information to land lucrative deals to service ships and ports and may have overbilled the navy to the tune of millions of dollars. a new warning from a top official in iran over international nuclear negotiations. a parliament speaker there says the country may actually increase its atomic work if the west pushes too hard for concessions. less than a week ago that iranian officials met with officials in geneva. civil war set for the end-of-know of. the arab league plans on international conference in geneva in november. the goal is to try to convince the assad regime and opposition groups to stop fighting and agree to some kind of transitional government. not clear if any of those opposition groups might actually

attend this meeting. more than a hundred thousand people are believed to have been killed since the war began there two and a half years ago. more than 30 people killed sunday in a massive suicide attack right outside the syrian city of hama. the smoke said to be visible for miles around. you see the smoke there in that video. according to reports an al qaeda linked militant group has taken responsibility and most of the dead were civilians. in egypt weekend protesters led to backers of mohammed morsi and anti-riot police. the protest taking inside the campus of the major university there. demonstrators hurled stones and broke windows and made their way into the streets where they encountered police who were shooting tear gas. more attacks on churches on sunday night in cairo. mass gunmen killed a man and a

woman and wounded an 8-year-old girl during a wedding. libya's prime minister is speaking out more than a week after being kidnapped by militia men. the prime minister told reporters it is difficult to run the government with so many militias holding essentials -- he blamed two lawmakers for orchestrating his capture and detention saying someone to, quote, height tijack the state. that is snow, folks, falling for the first time in areas around that state. a scene not far from fargo. not far from minnesota. residents saw a little over an inch or so on sunday. the snowfall coming before most of the trees in the area had a chance to drop their leaves. not unusual to get snow in minnesota or north dakota in october, but, typically, it doesn't happen until like november, after halloween.

>> reporter: night is about to fall here. we can some of the fighters coming back from their ship covered head-to-toe in dark ash. they are trying to stay ahead of the fire. these are serious fires. in terms of the amounts of land already burned, about roughly the size of new york city. >> what is driving these fires this morning? any sense of what started it, robin? >> reporter: a combination of factors. weather, of course. unseasonably hot weather. dry. mot a lot of rain and winds helping to fuel some of the fires. and so there is this concern that the various uncontrolled active fires we are seeing around these locations might join up to create this sort of megafire. some young terges have been charged with acts of vandalism

of arson. we also know there is also an investigation into whether a military exercise perhaps sparked off one of the fires. all in all, a combination that is being really a perfect recipe for some of the worst fires we have seen in this area in decades. >> wow. so military exercise, perhaps arson. you don't like to hear that. other words you don't like to hear are uncontrolled and about to get worse. any sense of how long the fire crews there might get the upper hand? >> reporter: well, i think people are looking at the weather report and what they see is wednesday being a real worry for them. they know that the temperatures are going to get hotter. the winds are going to become more erratic and more stronger. i think people here, as you can see, the firefighters behind me, they really are planning ahead for wednesday. of course, as night falls, the temperatures have dropped so they really got to push ahead to contain the fire. as they move out here from the

push fire controlled area, they are going to be going out and really trying to stay ahead of the fire by back burning but wednesday is the day that everyone is worried about. >> let's hope they get things in hand by then. robin curnow, outside sydney, thanks for being with us. back here closer to home the anti-terrorism task force is investigating a series of incidents that have the potential for injuring a lot of people. lasers being shined at commercial airline flights as they are taking off or landing. it's happening with increasing frequency. the fbi says incidents have increased 17% since last year. >> lacers are not physically hurting the airplane but the laser can blind the pilot at least temporarily and the effect of this startling burst of light into the airplane cockpit. the worst case scenario a pilot

loses control of the airplane. a tragic accident. >> at this point no link to terrorism and may be pranks to those who have easy access to laser equipment but authorities say it could be dangerous and deadly and if people behind the lacers are caught, they could face jail time. cyanide is what killed an alleged victim of whitey bulger. one who wanted to testify in bulger's trial was found dead but his death was was apparently not found linked to whitey bulger. a business associate much franks is found to lacing his coffee with poison. a man arrested at new york's contend airport after security officials discovered a shocking number of knives and blades in his carry-on luggage. he was charged on friday. police say the 29-year-old man

how rampant is this? >> i would say many, if not more than half of the ip cameras at least have an issue where it doesn't prompt the user to change the default and password or it has a vulnerability you can bypass security and good range of the camera. >> reporter: it's not just your web cam. here we are looking at a traffic camera. >> it will automatically -- >> reporter: kyle is a security researcher. his goal is to call attention to these problems. >> many times, you can actually manipulate the camera themselves if you can actually get into the code where you can turn the camera, you can turn the leds on and off. >> reporter: even children's laptops have been compromised. >> you are looking at vendors putting these products to market without doing thorough research into security. >> reporter: other times it's the router connected to the camera that has a flaw. the exports kyle was using

haven't been if i could by the manufacturer. >> many of these can be done anywhere from around the world. >> reporter: i certainly don't want somebody turning on my web cam at home. what can i do to protect myself? >> change the default user name and change the default password. >> reporter: if you want to be careful always turn off remote access to your camera. >> by default, we can set them up we can remote into the cameras from other locations. say i'm at work and want to see what is going on at home. that is one of the main benefits of having these cameras but also one of the main vulnerabilities. if i can remote from my work back into my home, then potentially anyone can remote in from anywhere in the world back to my home. >> lori segal, cnn money, new york. >> how creepy is that? so many people have these baby cameras now and somebody could be hacking into that and watching your baby. >> it's one thing, you know, we knew that someone could hack into your computer on your web cam on your computer but baby cams? >> creepy. >> you are saying parents are

around the world in response to their appeal for more information to try and find this girl's identity of those calls, police are following up on eight of them. four of them are from the united states. now, the mystery surrounding this girl first came to light last week when investigators were doing a routine inspection of this roma camp in central greece when they came across a little girl with striking features. blond hair and blue eyes and looked nothing like the couple who said they were, at the time, her parents. upon further investigation, the dna results found that she was not their daughter so now this couple, a 39-year-old male and a 40-year-old woman will appear in court later today. they are facing charges of abduction of a minor as well as falsifying documents. >> this couple who posed as her parents initially, what are they saying now? >> reporter: the family is

saying this little girl was well taken care of. they even invited the media into their home showing the little girl's toys. the family lawyer speaking out that a bulgarian woman gave them her little girl saying she could not take care of the child. the family lawyer, let's take a listen to what he had to say to reporters. >> claims, claims that we never abduct this child. we just adopted her with way nonlegal. that's where -- we are in the middle of investigation, a private investigation. we're in the middle of investigation. we hope that tonight or tomorrow, we are -- we will find the mother. >> reporter: so they appear to be acknowledging an illegal adoption but not a illegal

abduction. police saying this couple's story has changed many times and the couple has 14 children and six of those children are within a time span of ten months. >> you mentioned earlier that tips have come flooding in since the picture was relieved including some tips from the united states. do you think we could hear soon from the girl's real mother? >> reporter: i think that very much remains to be seen and what everyone on the ground in greece are working to try to find this girl's parents. >> erin, live in london, thank you. former vice president dick cheney was apparently worried that terrorists would kill him by hacking into a device that was keeping him alive. in an interview with our dr. sanjay gupta that aired first on cbs "60 minutes," the former vice president said he had doctors disable a wireless feature on his implanted heart

device. he worried that terrorists might find a way to hack that device and send a deadly jolt to his heart, killing him. if you're like me i know what you're thinking. this sounds exactly like homeland. this was a plot in the "homeland" tv show. cheney was asked about that and the he said that was accurate portrayal of what was possible. this interview will air again tomorrow night on "ac 360" at 8:00 p.m. eastern on cnn. >> wow. this morning we are hearing more now from ted cruz, the republican senator who helped lead the fight that led to the government shutdown. he tells our dana bash in an cnn exclusive he sticks by his call for obama care to be done away with. when asked if he is running for the white house, he said he is focused on being in the senate. >> i get that everyone wants to talk politics. >> you know, some trips to some

campaign mode. 15 months left for the rest of frank lautenberg's assignment. the state supreme court in new jersey has roefused of winga stay. also in new jersey, problems for some homeowners who were hit by superstorm sandy. consumer advocates say some are being shortchanged. the problem? insurance adjusters who apparently did not calculate the damages properly or did not include the cost of sales tax in their estimates. the insurance companies dispute that. the bay area after a bart

commuter train struck and killed two transit workers. the train they say hit the workers who were inspecting a section of track east of oakland. bart is officially shut down as officials remain on strike locked in a dispute over pensions and benefits. this is an incredible story. two out on a homemade sailboat on friday traveling from salem, massachusetts, to bot when the boat they were in cap-sized them. they had no radio. no way to call for help. their only life jacket had drifted away. but they held on and relied on their faith to get them through for 14 hours. >> we knew it would be a long night. we knew our best chance was to stay with the boat and that not to panic.

>> we prayed together. >> yeah. and then encouraging each other because we knew -- i tell you what, that's a life and death struggle out there in the water. >> brutal lesson in survival there. eventually a fishing crew spotted them and alerted the authorities. the men roefused treatment. it's important to have a life jacket and have an emergency equipment like a radio to use. they were lucky in many ways. the water was in the high 50s. think about it. >> this time of the year it could be much tropical stormier out there and you're saying always wear a life jacket. the other option, stay on the beach. a homemade boat? >> but they had used it before and never had any issues. the winds picked up and trying to make their way back to say legal and, obviously, didn't get there. >> they are lucky to be live this morning. coming up for us, shocking

welcome back to "early start." it has been nearly three years since an earthquake and tsunami led to a catastrophic melt down in japan daiichi nuclear plant

and the work on that nuclear plant continues today. some of the people tasked with keeping toxic material in check are speaking out. here is paula hancocks. >> reporter: they are the workers trying to contain the worst nuclear disaster in a quarter of a century. a vital and dangerous job but this worker at this fukushima pour pla power plant is not treated well and is scared if he complains, he will be fired. he tells me he works 300 meters from the tank. we only knows the facts when we got home. there is no explanation about what is happening and how dangerous it might be. tepco says this leak was not dangerous to workers as they were wearing protective gear telling cnn neve a system in place to know the generator levels in their area.

this is a very complicated issue says tepco spokesman. once this trouble occurs we assess what emergency measures are necessary and if it doesn't affect the workers directly we don't explain the issue. as a subcontractor and not a direct tepco employee this man is paid 50 dollars lower than what we saw for a similar job with another subcontractor at the same plant. paid by his company and not directly by tepco he worries the danger money workers are promised for possible radiation exposure is skimped off by some companies. report of middlemen rich from this disaster to questionnaires and tepco says 30% of those who responded said they received no danger pay for working at the plant. a dozen companies contacted by cnn, two dismissed claims and one was aware of the issue.

tepco says it's doing the same. this man worked as a subcontractor at the plant immediately after the 2011 disaster and doesn't believe tepco and his contractors are independence in fairness for workers. to cut costs he says tepco brought in a contractor. they are bidding so low. it's simple. excessive cost cutting is making workers suffer. tepco says the bids are necessary and say it's adequate. hailed as miracle workers they say they are underappreciated and underpaid. paula hancocks, fukushima, japan. 48 minutes after the hour. coming up for us, peyton manning's big return to indianapolis, he ran into a bit

>> look at on those flames. australia on fire this morning. hundreds of homes destroyed as more than 50 fires fanning flames across that country could be about to get much worse. we are live on the scene there. good morning, everyone. it is monday. great to see you this week. welcome to "early start." i'm john berman. >> i'm pamela brown. i hope your monday is off to a great start on this monday in the morning. it is 5:00 a.m. in the east. we begin in florida where two escaped killers are back in custody. these dramatic arrests caught on this cell phone video. the convicted murderers walked out of the same prison after reportedly forging their release documents. now as florida residents breathe an understandable sigh of relief this morning allow officials are coming in for tough questioning mainly how did this happen? cnn's nick valencia reports.

>> oh, my god. they have been looking for them. those are u.s. marshals. >> reporter: the two convicted killers, this cell phone video shows the moment their manhunt ended. 80 miles from where their escape began. joseph jenkins and charles walker said little during their first court appearance after being arrested. officials tell cnn the two were waiting for a ride from atlanta to this panama city beach hotel when they were busted. unarmed. they were detained without incident. on a press conference on wednesday, the two convicts serving life sentences were accidentally released after showing forged paper work and apparently this had happened twice before. only the inmates were caught before they got out. >> it is embarrassing. but my concentration at this point is i think everyone else here is making sure that we come up with the process and a procedure that prohibits this from happening in the future. >> reporter: law enforcement has launched an investigation to figure out how jenkins and

walker duped the system and obtained the fake documents. >> there is underlying speculation that there was a source where for certain some money that these documents could be constructed for $8,000. whether that is true or not will be determined. >> reporter: cnn legal analyst mark o'meara said they must have had help. >> it has to be somebody on the inside. it just has to be. somebody in the clerk's office, somebody in the courthouse and maybe even somebody in a state attorney's office position, a secretary maybe who can actually get that paper work done. >> reporter: standing at his father's grave, robert pew chokes up while his killer charles walker was on the run he struggled reliving his family's nightmare. >> he had no remorse when he killed our father in front of us the first time. >> reporter: police are now promising to hold all who are accountable.

telling cnn that additional arrests are expected. nick valencia, cnn, panama city, florida. turning to the growing frustration directed at the white house over problems with the obama care insurance exchange website. the president today will address the complaints during a white house event. the administration now says just under 500,000 people have put in applications through the exchanges. but unclear who has signed up for coverage. senator john mccain joining the chorus saying, enough is enough. >> it's been a fiasco. send air force one out to silicon valley and load it up with some smart people and bring them back to washington and fix this problem. it's ridiculous and everybody knows that. >> the administration claims it is doing just that, promising it is going to bring in the, quote, best and brightest to fix the health care site. >> they are calling it a tech surge to help the obama care website. at least two high ranking navy officers under arrest this morning accused of accepting money and access to prostitutes in exchange for sensitive information about ship location.

"the washington post" says a defense contractor used that information to land lucrative deals to service ships and ports and may have overbilled the navy to the tune of millions of dollars. one of iran's top lawmakers is warning the west don't push too far with nuclear negotiations. the parliament speaker says the country may increase its atomic work if the west pushes too hard for concessions. less than a week ago that iranian negotiators met with officials in geneva to talk about iran's nuclear program and it could turn to distress over the government with those talks. on it could be a step toward ending the civil war in syria. the arab league plans on international conference in geneva in november. the goal is to try to convince the assad regime and opposition groups to stop fighting and agree to some kind of transitional government. one of the business irs issues is not clear if any of those opposition groups might actually

attend this meeting. more than a hundred thousand people are believed to have been killed since the war began there two and a half years ago. a suicide attack outside of hama in syria has left more than 30 people dead. the bomber driving a truck packed with propane tanks and now al qaeda linked group is claiming responsibility. most of the dead were civilians. a gross injustice being committed on the people of minnesota. check this out. that is snow! it is already falling in many parts of that state including this spot in the north central part of minnesota. residents saw just over an inch of snow on sunday. now i am told snow in october not unusual for minnesota, not unusual still. you don't usually see it in minnesota until after november 1st. >> a sign of things to come for us, right? >> it's going to happen. i'm incensed.

what is on top today? >> indra petersons is here to make everything better with the weather this morning. >> not even close. a sign to come, you say, pam? you are on the money. this is the story. the cold air is diving down and spreading east as we go throughout the week. it's all thanks to still a series of cold fronts. we started this last week and still dealing with it. notice the one tail end of the cold front we saw over the weekend and spinning up light showers around the gulf today. the next one even more importantly, the third one and alberta clipper. it is a fast moving cold system and keep in mind the second one is cold enough as it is. one thing to remember about the alberta clippers they are dry and not looking for a lot out of it and a couple of flurries and still in the same regions around the lakes as well and also into the dakotas. but it does mean those temperatures go way down. look at the chicago expected today 11 degrees below normal. their highs in the 40s!

130 calories 7 grams of protein the fiber one caramel nut protein bar. welcome back to "early start" on this monday morning. turning to australia now where authorities are furiously trying to stop a string of severe fires racing through the eastern part of the country. sydney is under a blanket of smoke and concern these fires are only going to get worse. robin curd now now is outside s. what is the situation like right now, robin? >> reporter: i don't know if you can see behind me. firefighters and trucks here. we are at the bush fire control center. what you're seeing is a very aggressive and concerted tovert try to fight the fires

overnight. they are going to try and essentially burn back and get ahead of these fires so there really is concern that particularly three fires in this vicinity are so aggressive and so uncontrolled and so active still that they are going to actually join together to create some sort of megafire. the things will get worse authorities are also saying because weather temperatures are expected to rise and also the winds are expected to become more erratic. to give you some sense how bad it has already been, the amount of land that is already being burned is roughly the size of new york city and the fires are still raging. authorities and people in this area are still deeply concerned how much more damage is going to be done. >> you really put it in perspective there the size of new york city. do we know what is driving these fires, robin? >> reporter: again, to sort of perfect recipe, winds that are

too fast and too erratic, unseasonably hot weather and also it's been very dry weather here apparently. so the shrubs and the vegetation are quite dry. there is also incidents of arson. we also know that some power lines were blown over by some of these winds and sparking the fire. i think essentially what you're seeing is rather unfortunate cocktail and fires have sort of sparked from a number of reasons. there is a real worry that authorities are not going to be able to get on top of these fires to control them in the coming days. >> not really working in their favor. hoping they will get the upper hand soon. robin curnow, thank you. in a big concern for law enforcement in this country, lasers. apparently being shined at commercial aircraft. the fbi's antiterrorism task force is looking into a string

of frightening incidents involving these lacers projected at flights as they are taking off for landing. this is happening with increasing frequency we are told especially around new york's three major airports. the fbi say incidents there have increased 17% since last year. >> laser is not going to hurt the airplane but blind the pilot, at least temporarily blind the pilot. just the affect of this startling burst of light into the airplane cockpit. the worst case scenario in the critical face of flight the pilot loses control of the airport potentially and a tragic accident. >> officials say no link to terrorism but it may be a series of pranks pulled by those who have easy access to this laser equipment but authorities say it's dangerous and it's dub ambd deadly and if the people behind the lacers are caught, they could face jail time. steven rakes who wanted to

testify at bulger's trial was found dead in july but his death is not related to bulger who was found guilty in august of murder and racketeering. a business associate of rakes is charged with lacing his coffee with poison. an alarming number of blades and guns found in a man's bag in new york's laguardia airport. this man was charged with two counts of criminal possession of a weapon. police say the 29-year-old man from long island was carrying several scissors and lighters and matches. investigators say it was just a tragic accident. so far, no charges are being filed against a firefighter who ran over and killed a 16-year-old survivor of an jet that crashed at san francisco national airport last july. a fire truck responding to the burning plane rolled over the victim. he was he said to be lying on the tarmac and covered in firefighting foam. you want to see the best smile of all time? not yours, another one.

welcome back to "early start." it is monday. it is "money time." someone spending a lot of money this morning, christine romans. what is going on? >> it's not me. it's jamie dimon. the biggest fine paid by a company to settle the -- talking about jp morgan chase tentatively agreed to $13 billion settlement. here is how it breaks down. $9 billion in fines and penalties and $4 billion in consumer relief and include home loan modifications for people in their homes and have loans and settles civil charges and does not end the criminal investigation. jamie dimon pushed for a nonprosecution agreement but could not get it. we are told it came town to personal discussions and

meetings with eric holder and jamie dimon. many of the mortgage-backed securities in question are required at the request of the government. remember in the financial crisis in 2008? jp morgan stepped in and bought baird stearnes. they are written either a lot of bad mortgages or sold them to the government and that is the problem. the government taxpayers -- you and i, taxpayers, paid a huge bailout for fannie mae and freddie mac to absorb this garbage that were written and, you know, -- crazy. any way jp morgan has paid a billion in fines. this is a very bad year for jamie dimon. they paid $410 million for electricity prices in california and the midwest and a loss in the third quarter based on massive legal expenses.

when i was looking at the jp morgan earnings report or a loss at that point i never seen that kind of legal exposure. this has been a crazy year for jamie dimon. watching the jp morgan stock closely this morning not really moving at all. investors starting the week at a record high for the s&p 500. dow gave last week 1.1% and nasdaq 3.2%. look at the year. despite your crazy elected ofgs officials in washington, not an editorial comment, just a fact. the s&p 500 is up 22%. we will get a bunch of earnings reports about a third, 28% of the s&p companies will report earnings. i'm watching mcdonald and netflix. same store sales in mcdonald's

responsibility. >> prison officials are not making clear how the documents got to them but police are promising more arrests as they look for whoever may have provided those documents. the procedures are now in effect requiring early release orders to be verified with judges directly, not just court clerks and an investigation into what went wrong is ongoing. i want to turn to greece in a mystery only raising more questions this morning. a little girl was found living at a roma camp in greece. not clear how she got there and why two people there were posing as her parents. erin mclaughlin is live for us in london tracking the developments of this story. what are investigators saying about this now, erin? >> reporter: hi, john. the couple, a 39-year-old man and 40-year-old woman have appeared in court in greece this morning. they are facing charges of abduction of a minor, as well as falsification of identification

documents. meanwhile, the search for this little girl's real parents is still under way. the charity that is currently in charge of taking care of her has received over 8,000 phone calls from around the world in response to their appeal for help of those phone calls, police are following up on eight. four are from the united states. the mystery surrounding this little girl came to life last week with when investigators were doing a routine expectation of a roma camp site and came across the little girl and noticed her striking features blond hair and blue eyes looked nothing like the people posing as her family. dna tests later confirmed those suspicions. >> what is this couple apparently posing as this girl's parents, what do they say now? >> right now, the family is saying she was very well taken care of, very well looked after. their family lawyer saying that she was given to them by a

bulgian woman who said she could no longer take care of the child. take a listen to what he had to say. >> claiming that we never abduct this child. we just adopted her with way nonlegal. that's where -- we are in the middle of investigation, a private investigation. we're in the middle of investigation. we hope that tonight or tomorrow, we are -- we will find the mother. >> reporter: so they appear to be acknowledging an illegal adoption but not a illegal abduction. plenty of questions in this case, john. >> a lot of questions and hoping that girl gets the care she needs and deserves this morning. erin mclaughlclaughlin, live th

morning, thank you. former vice president dick cheney was apparently worried that terrorists would kill him by hacking into a device that was keeping him alive. in an interview with our dr. sanjay gupta that aired first on cbs "60 minutes," cheney said he had doctors disable a wireless feature on his implanted heart device. he worried that terrorists might find a way to hack that device and send a deadly jolt to his heart, killing him. you may remember this. john and i, we know this episode. this is an episode of the tv show "homeland," that used that exact possibility that cheney was talking about as a plot point. cheney said that was an accurate portrayal of what was possible. this interview will air again tomorrow night on "ac 360" at 8:00 p.m. eastern on cnn. >> that is so unrealistic. that could never happen. >> i think when people saw that saying that could not happen. ted cruz is not making his

plans clear. he tells our dana bash he sticks by the obama care to be done away with and does not say if he support lift letting funding conspire again as he did this time around. as for one day running for the white house? he says he is focused right now on being in the senate. >> i get that everyone wants to talk politics. >> you know, some trips to some of the first primary and caucus states might be little hints. >> but look. there is a reason for that. which is the only way to win this fight and, for that matter win some of the other fights we have had, is to energize and activate the grass roots of the american people. i've traveled all over the country to town halls and rallies to make the case to the american people you don't get 2 million people signing a national petition without going directly to the people. and what we are trying to do, listen, i think what we are trying to do is bigger than the economy and the budget and bigger than even obama care. what we are trying to do is change how washington operates. the reason people are so frustrated is career politicians
